A public hearing to gather comments on the harbor management plan in St. Augustine, Fla., including rules for mooring and anchoring, was rescheduled for 4 p.m. Thursday in the Alcazar Room of city hall at 75 King St.
The Florida Fish and Wildlife Conservation Commission said St. Augustine is one of five Florida coastal cities selected for a pilot program that will allow further development of the harbor management system in a way that is essentially tailor-made to the needs of the community.
Last June, St. Augustine launched a key provision of its harbor management plan when it opened its three mooring fields.
The pilot program — once it is approved by the Fish and Wildlife Conservation Commission — will run for a three-year trial period. Afterward the new plan may receive final approval, be denied or be extended for an additional trial period.
Among the ideas that will be considered are:
• No anchoring in Salt Run South in the shellfish harvest area.
• No storing of boats/vessels within 50 feet of marine structures, such as docks, seawalls and dolphins.
• Boaters who live on their boat for 10 or more consecutive days during a 30-day period within the city limits will be considered a liveaboard and be required to move into a mooring field.
• All “stored” boats anchored within the city limits will be required to get under way one time annually and travel to the city marina, where they will need to show a current registration.
• Boaters that want to anchor within the city limits cannot anchor within 100 feet of established mooring fields.
