Detroit is taking bids to manage the Harbor Hill Marina on the east riverfront after it took back the operation from a developer who was delinquent on his lease payments and other obligations to the city.

Harbor Hill, which was called the Porterfield Wilson Marina when it was built two decades ago, was managed by developer Jerome Morgan through his entity HHM. But in correspondence with Morgan, the city told him that HHM owed $360,000 in three years’ back rent, as well as an unspecified amount of taxes.
