Survey: Home values still a drag on economy

Even as some hopeful economic signs are popping up, one leading indicator is worsening as home values are falling across the United States.

The Wall Street Journal's latest quarterly survey of housing-market conditions found that prices declined in all of the 28 major metropolitan areas tracked during the fourth quarter, compared with a year earlier.
