A citizen task force in Riviera Beach, Fla., submitted 2,500 signed petitions to city officials calling for a referendum on leasing part of the city's marina to Rybovich for 25 years.
"It was a grassroots effort," chairwoman Emma Bates told The Palm Beach Post newspaper. She said many residents she spoke with during the petition drive didn't understand the city's proposal to lease part of the marina to Rybovich.
"They feel like they haven't had their questions answered," Bates said.
If enough of the signatures are verified by the Palm Beach County supervisor of elections, voters will decide Nov. 2 whether to add language to the city charter that would forbid a "commercial boat repair operation" at the marina, as Rybovich proposes.
Rybovich has been negotiating with the city to lease the southern part of the marina for a facility that could service big yachts, generally 250 feet and longer, that are too large or require too much water depth to be serviced at the boat company's West Palm Beach marina.
